Technical and Organizational Capacity
PERT Consultancy is anchored by a strong technical team of experienced evaluators and researchers with expertise in evaluation design, mixed-methods research, data analysis, and reporting. This core team is supported by a well-established national field infrastructure.
The firm maintains a database of 75 trained and vetted field researchers and enumerators, including 50 quantitative field researchers and 25 qualitative field researchers. This field capacity enables PERT Consultancy to rapidly mobilize and supervise large-scale, multi-county data collection exercises across Liberia. Field teams are fully proficient in the use of electronic data collection platforms, including SurveyCTO and KoboToolbox, allowing for real-time data quality checks, efficient supervision, and secure data management.
PERT Consultancy’s analysts possess strong expertise in quantitative and qualitative data analysis, using industry-standard software to translate complex datasets into clear, decision-oriented findings tailored to the needs of donors, policymakers, and implementing partners.

Vouchers for Safe Water (VSW) Program – Liberia
Client: Evidence Action | Period: 2024–2025
Scope: Implementation of the program M&E plan, including recruitment, training, deployment, and supervision of enumerators to conduct baseline, midline, endline, and spot-check studies across 40 health facilities and surrounding communities in Nimba County.
USAID / Breakthrough Action Liberia’s Rural and Peri-Urban WASH Study
Client: Save the Children | Period: April – July 2022
Scope: Provision of end-to-end research services, including surveys with 2,400 households, 24 FGDs, 15 KIIs, and 156 in-depth interviews across Lofa, Nimba, and Montserrado Counties, with full quantitative and qualitative analysis and reporting.
Liberia Voluntary National Review (VNR) and SDGs Reporting Framework
Client: Ministry of Finance and Development Planning | Period: February – June 2022
Scope: Stakeholder consultations and secondary research supporting Liberia’s 2022 VNR, preparation of the national report, and development of an SDGs Implementation and Reporting Framework.
Mid-Term Evaluation of Economic and Social Justice and Education for Active Citizenship
Client: Oxfam | Period: Feb–Jun 2021
Scope: Conducted a participatory mid-term evaluation of governance and education interventions, engaging 278 stakeholders across five counties through KIIs and FGDs to inform adaptive management and strategic decision-making.
Financial Education and Literacy Impact Study
Client: Central Bank of Liberia | Period: 2024–2025
Scope: Baseline and post-intervention studies across eight counties to assess program effectiveness and inform refinement of financial education strategies.
End-of-Project Evaluation of Liberia Cocoa Sector Improvement Programme
Client: Solidaridad West Africa | Period: May–Aug 2022
Scope: Implemented an OECD/DAC-aligned endline evaluation of an EU-funded agriculture and livelihoods program, combining KIIs, FGDs, and surveys with 384 smallholder farmers across 30 communities to assess results and generate lessons for future programming.
