EXTERNAL CONSULTANTS ROSTER

PERT Consultancy, Inc. invites qualified and experienced professionals to submit expressions of interest for inclusion in its updated roster of external consultants.

 

PERT Consultancy, Inc. is a Liberia-based consulting firm providing evaluation, research, monitoring and evaluation, planning, capacity development, and digital solutions services. PERT regularly undertakes short-term consulting assignments across Liberia. Consultants included in the roster may be contacted when opportunities matching their qualifications, experience, expertise, and availability arise.

 

This announcement is not for immediate employment and does not guarantee an assignment. Its purpose is to identify and prequalify professionals who may be engaged for future short-term assignments.

AREAS OF EXPERTISE

 

  1. Evaluators and Researchers

Applicants must possess:

 

  • At least a master’s degree in a relevant field; and

  • At least seven years of relevant experience in evaluation, research, or related assignments.

   2. Subject Matter Experts

PERT welcomes experts from all relevant fields, including, but not limited to, gender and social inclusion; public health; nutrition; WASH; agriculture and food security; education and TVET; economics; governance and public administration; decentralization and local government; peacebuilding; rule of law and access to justice; human rights; elections and civic engagement; youth development; social protection; livelihoods and private-sector development; climate change and environmental management; land and natural resource governance; disaster risk reduction; infrastructure and energy; strategic planning and organizational development; project and program management; communications and social and behavior change; ICT; artificial intelligence; GIS; statistics; data analytics; digital solutions; human resource management; financial management; procurement; and logistics and supply chain management.

Applicants must possess:

  • At least a master’s degree in a relevant field; and

  • At least seven years of relevant professional experience in their area of expertise.

 

   3. Monitoring, Evaluation, and Learning Specialists

Applicants must possess:

  • At least a bachelor’s degree in a relevant field; and

  • At least seven years of relevant experience in monitoring, evaluation, research, learning, reporting, or results-based management.

 

   4. Data Managers and Analysts

Applicants must possess:

  • At least a bachelor’s degree in statistics, economics, data science, information technology, social sciences, or another relevant field; and

  • At least five years of relevant experience in data management, analysis, visualization, or reporting.

 

   5. Data Collection, Analysis Software, and Digitalization Specialists

Applicants must possess:

  • At least a bachelor’s degree in information technology, data science, statistics, computer science, or another relevant field; and

  • At least five years of relevant experience using or developing digital data collection, analysis, reporting, dashboard, database, or information management solutions.

Experience with platforms such as KoboToolbox, SurveyCTO, Airtable, Power BI, Excel, SPSS, STATA, GIS applications, or similar tools will be an advantage.

   6. Field Researchers

PERT seeks both qualitative and quantitative field researchers.

Applicants must possess:

  • At least an associate degree in a relevant field; and

  • At least five years of experience conducting surveys, focus group discussions, key informant interviews, in-depth interviews, or similar field research activities.

Experience using mobile data collection platforms will be an advantage.
